Born and raised in Harbin, China, Binying studied ballet at the Art Academy school and became a professional dancer in the early 1980s. After graduating in International Literature from the University of Harbin, and being inspired by the movie Gone with the Wind, she began her filmmaking career in 1987 as an Assistant Director. During 1990-2000, Binying worked as both a screenwriter and director, and after moving to Los Angeles, worked on a TV series and further film development as writer/director/producer.

For her feature debut, Binying wrote and produced the award-winning film The Homebound Cranes, which won the Romantic Creation Award at the Ukrainian Artek International Children’s Film Festival.

From 1998 to 2014, she produced more than 200 episodes for the series Into High School, and in 2012 wrote and produced Relatives, a 30-episode-family dramatic TV series. The series was a commercial hit and Binying won the Golden Eagles Award and the Five On Project Award, among many others. Her second film, Love in Harbin, which she wrote and produced, was released in 2024 in 10,000 theatres, winning the Jury Grand Prize at the 3rd Hong Kong Bauhinia Awards.

Binying's most recent film is the documentary, Ice World, which marked her directorial debut. It was released in China in 2023, with an 11-city road tour, and selected to be screened at the 14th Beijing International Film Festival (2023). Binying is currently a consultant for the Heilongjiang Film Production Company and President of Megalight Film Company.
